 cargo initiating in Keelung, Taichung or Kaohsiung areas, i.e.
 to combine Keelung and Taichung or Kaohsiung or vice versa. B/L
 initiating in different terminals within each of Keelung,
 Taichung or Kaohsiung area were not permitted to apply the 
 Hitchment B/L.
